The NFPA 307-2021 standard aims to ensure fire protection and life safety in occupancies such as marine terminals, piers, and wharves. It provides provisions for protecting against loss of life and property from fire and explosions in and around these structures. The standard covers a wide range of subject areas including water supply for fire protection equipment and systems, storage and handling of highly combustible or hazardous materials, mooring of vessels, repairs involving cutting, welding, or other hot work, bunkering of vessels, fire protection systems, heating equipment, fumigation, and electrical installation.

The 2021 edition of NFPA 307 includes significant changes, based on the U.S. Coast Guard's emphasis on increased awareness of federal requirements pertaining to firefighting on commercial vessels. These changes include the addition of an annex that informs municipal and industrial firefighters about marine firefighting requirements and vessel response plans, as well as details on the responsibilities of plan holders and their contracted firefighting service providers. The edition also directs users to NFPA 14 for requirements relating to standpipes and hose systems for marine terminals and introduces a new requirement for fire protection water supplies to be inspected, tested, and maintained in accordance with NFPA 25. Additionally, the standard now includes provisions for performing a fire risk assessment during the design phase of construction to account for specific fire safety challenges of marine terminal structures.
