The development of NFPA 1033 began in 1972 when the National Professional Qualifications Board (NPQB) formed technical committees to create performance standards for various fire service personnel roles. The Committee on Fire Inspector and Investigator Professional Qualifications was responsible for developing the initial edition of NFPA 1031, which addressed fire inspector, fire investigator, and fire prevention education officer qualifications. However, in 1986, the Joint Council of National Fire Service Organizations directed the committee to separate the qualifications standards for each role and also allowed civilians to join the field of fire investigation.
The first edition of NFPA 1033 specifically for fire investigators was adopted in 1987. Since then, the standard has undergone several revisions and updates to ensure that personnel are adequately prepared for different types of fire investigations. The 2022 edition of NFPA 1033 reflects changes that align it more closely with NFPA 921, "Guide for Fire and Explosion Investigations," as it is common practice for fire investigators to use both standards. The updates also aim to improve the clarity and ease of use of the requirements.
The standard covers various aspects of fire investigation, including scene examination, documentation, evidence collection and preservation, interviewing techniques, post-incident investigation, and presentation of findings. Given the potential legal and economic consequences of fire investigations, it is crucial for investigators to be fully qualified and competent in evaluating situations and conducting thorough and accurate investigations.
