NFPA 306-2019 is a set of requirements designed to mitigate the risks associated with combustible, flammable, or toxic materials on marine vessels, shipyards, and waterfront facilities. The standard provides guidelines for entry and work in confined spaces, with a focus on ensuring safety for personnel.
NFPA 306 applies to various activities, including the application or removal of protective coatings, riveting, welding, burning, and other fire-producing operations. It stipulates the minimum requirements for working in confined spaces on vessels during construction, alteration, repair, shipbreaking, as well as land-side confined spaces within shipyards or waterfront facilities.
The 2019 edition of NFPA 306 has been revised to align closely with regulations from the U.S. Coast Guard and the Occupational Safety and Health Administration (OSHA). It introduces technical changes, such as a new definition of "waterfront facility," coverage of hazards associated with hot work in ammunition spaces, clarification on the issuance of Marine Chemist's Certificates, and requirements for designating spaces as inerted or safe for workers.
Furthermore, the updated standard includes provisions for the handling of flammable cryogenic liquids, particularly liquefied natural gas (LNG), which reflects the increasing use of LNG as fuel in marine vessels.
